I'm keeping this statement to you very brief so you don't misunderstand why i'm presently writing to you and including the enclosures which i trust you will forward to the addressees after reading them yourself.
I suggest you read them in the order suggested by the enclosed List of Contents for this submission to you.
If you can't forward the statement to INDEPENDENT SPECIAL
PROSECUTOR Lawrence Walsh because of guidelines in the
agreement re your authority as CHAIRMAN OF THE U.S.
CONGRESSIONAL IRAN-CONTRA COMMITTEE, i hope that either
President Reagan can or one of you will advise me how i
should directly.
In the event that Canada's mail services are disrupted shortly
by a national postal strike, i do urge you to rely on the course
of action indicated by the first
enclosure here.
Senator Inouye, if you consider how the attachments to
my statement to Mr. Walsh presently restrict what i can
afford to do, i trust you will understand why i'm only now
providing you with what is here.
As well, if you or Mr. Walsh do request that
President Reagan respond to the contents of the enclosed
excerpt from my potentially final report to him as SPECIAL
DIPLOMATIC ADVISER TO THE U.S. PRESIDENT (a copy of page
1. of it enclosed here for your understanding)--he should
confirm that it contains the truth as stated and thus required a
great deal of consideration before completion and submission.
Insofar as the level of authority to which my authority is
solely accountable is that of the U.S. President, Ronald
Reagan is the only one who can provide the answers to
the questions raised presently.
I added the final remark to the Vancouver U.S. CONSULATE because i assume if a message is conveyed to me via them in future, it could be one from the White House--and accordingly, they shouldn't have a receptionist or mail clerk on hand to deal with it.
