I presume i can submit this statement to you as INDEPENDENT SPECIAL PROSECUTOR via the CHAIRMAN OF THE U.S. CONGRESSIONAL IRAN-CONTRA COMMITTEE without compromising the integrity of your authority as an official independent of the Committee and the American legislature.
If this isn't a feasible action, i've requested that Senator Inouye ask President Reagan to forward this to you or that they advise me of the most appropriate way to make this submission to you.

I've also provided Senator Inouye with a statement addressed to SENATE MAJORITY LEADER Robert Byrd and SPEAKER OF THE U.S. HOUSE OF REPRESENTATIVES Jim Wright requesting that they provide you with adequate cooperation so that these matters will be dealt with appropriately.
When i sent them registered letters in December, 1986, without prior solicitation i offered my personal testimony for the U.S. Congressional Iran-Contra Committee Hearings, which they, therefore, can confirm.

Also submitted by means of Senator Inouye is a second segment of what may be my final report to President Reagan as SPECIAL DIPLOMATIC ADVISER TO THE U.S. PRESIDENT--which largely deals with the present, continuing controversy now being investigated.
I've formally requested that the White House provide you with copies of the statements i gave them which were submitted to "The Arab League" by me and which may have encouraged the release of hostage David Jacobsen from Lebanon last year and which may help secure the freedom of the remaining hostages--both Americans and of other nationalities.
After listening to most of the televised hearings re this issue--which i'm now aware you scrupulously avoided listening to due to the conditions of your authority as INDEPENDENT SPECIAL PROSECUTOR--i've come to the conclusion that you should be advised directly of the existence of these documents with my personal recommendation that you be allowed to study them.
The testimony given to the U.S. Congressional Committee suggested that actions taken by certain figures in the events now being investigated were justified by concerns for the hostages.
As such, it seems unavoidable that any prosecution of such figures will bring this up (making it moot that i mention this now to you).
And further, of course, those innocent people remain hostages and the dangers to them would be compounded if in trying to justify their actions, the wrongdoers misrepresent the true circumstances which continue to apply relating to their safety and what is needed to gain their freedom.
Thus, i conclude these documents should figure in the judicial process(es) you may choose soon to initiate, i now draw them to your attention, and i am preparing documents which would reinforce the integrity of your work while seeking to limit risks which may be incurred due to flawed past policymaking and the wrongdoing now being investigated.

As Senator Byrd and Congressman Wright can confirm for you, i last contacted President Reagan for his instructions how he would have me complete my "International Diplomatic Work...on a direct basis" by means of a written statement dated December, 1986.
According to the governing agreement re preparation of this work in and since 1978--the White House presumably now being willing to give you a copy of it--the level of authority i've been responsible to (and presumably would remain responsible to according to the terms of this agreement and without instructions to the contrary from the U.S. President in written form) has been that of the U.S. President.
