AND MONEY TO DO IT.President Botha, it was instantly understood by both of us that Mr. Worthington knew the
origins of the Mulroney Government (which came to power in September, 1984)'s South Africa and
Latin America policies--despite their common conservative bonds, so different from policies in
these fields by the Reagan Administration--because of what i'd explained in those disclosures
to him and the press in 1981-82.
He explained to me that presently he is editor of Canada's Influence magazine and also a
regular contributor to Reader's Digest and Canada's Financial Post.
British Columbia Premier William Vander Zalm's controversial stand on building cheap housing
for South African blacks (expressed first in late 1986 and leading me to send him a second
submission about it that included a copy of Desmond Tutu's 29 August 1986 letter to me) arose
in our discussion, and i showed my journalist friend that i had received a letter from
Archbishop Tutu and also the one from Premier Vander Zalm that i now provide you with a copy
of for the first time.
As a journalist, he said he was impressed that the Premier had taken that much time to write a
reply because he said that from his experience with politicians, such efforts by them were
rare.
He asked me for copies of my letters to Premier Vander Zalm and the one from him--it was
understood that it would be only fair to "update" his understanding of my "International
Diplomatic Work...on a direct basis" so he could re-evaluate what "actions" he might choose to
take now--and i promised to send them to him, along with copies of my statements to Desmond
Tutu and Glenn Babb.
I've since sent this Canadian journalist a statement, President Botha, but didn't provide him
yet with the promised document copies because of certain circumstances continuing to restrict
my financial capabilities and because i actually purchased two different editions of Influence
and was given pause by how critical the magazine's editorial policy is on the Mulroney
Government's sanctions policy.
I assume you are aware of this because the magazine's February/March, 1987 edition published
a lengthy interview with Glenn Babb.
President Botha, this finally brings us to the main reason why i'm now writing you--aside from the fact that i'd like my Christmas registered letter to get to my friend Desmond Tutu and a request to you that i'll clarify before completing this statement.
The next attachment here was included in my December 4, 1987 submission to Prime Minister Mulroney and CANADIAN INTERNATIONAL TRADE MINISTER Carney, annotated here as in that case.
The contents of it and this statement to you are a matter for the international business
community.
Therefore, as in the case of my June 20, 1986 statement to Glenn Babb (as i advised him), this
statement to you should be regarded as an "open letter."
Accordingly, on the same date as i'm sending this to you, i'm duplicating its contents for a
registered letter to John J. Phelan, Jr., CHAIRMAN OF THE NEW YORK STOCK EXCHANGE, and will
follow that by equivalents before Christmas to Mr. S.J. Hudson and Mr. J.R. Bunting of the
Vancouver and Toronto stock exchanges respectively.
And soon i will finally prepare the "summary statement" for former "International Bank for Reconstruction and Development" President Robert McNamara which i promised him in my 1978 statement to him that outlined all aspects of my "International Diplomatic Work...on a direct basis" and its objectives. (As you may already realize, i then advised him that President Carter had indicated to me that the "leave of absence" i was requesting would not be granted by him if he determined any "loose ends" in my work at that time and had any recommendations he cared to offer that would require additional work by me...The 1978 work was this thorough because he didn't express any objections or recommendations.)
I'm hoping that by putting copies of Ms. Carney's November 12, 1987 letter to me at the fronts
of these submissions and adding the brief note to you on the List of Contents for this
submission to you, these distinguished economic experts won't be discouraged by the substantive
composition of them and refrain from reading them through.

PHELAN'S REPLY TO MY LETTER IN THE FORM SUBMITTED IN 1988 TO THEN-U.S. PRESIDENTIAL CANDIDATE REVEREND JESSE JACKSON BECAUSE IT ALSO ADDRESSES SEVERAL ISSUES THAT GOT MORE PUBLIC ATTENTION AT THAT TIME THAN, I THINK IN HINDSIGHT, ANY RIGHT-MINDED PERSON WOULD THINK THEY DESERVED.
AND, YES, I STILL WAKE UP EACH MORNING, TURN ON CNN AND AM, THUS, AWARE OF WHAT IS OCCUPYING A LOT OF TIME OF THOSE IN WASHINGTON THESE DAYS.
