192. The Government should increase the proof required for the extradition of British citizens to the US so as to require sufficient evidence to establish probable cause, as is required for the extradition of a US citizen to the UK. This will require renegotiation of the UK-US Extradition Treaty.

196. We recommend that the Government urgently renegotiate this article of the US-UK extradition treaty to exclude the possibility that extradition is requested and granted in cases such as that of Mr Bermingham and Mr Ahmed, where the UK police and prosecution authorities have already made a decision not to charge or prosecute an individual on the same evidence adduced by the US authorities to request extradition.
This would also apply to Gary McKinnon.
The previous Labour government managed to totally ignore any "human rights" recommendations made by this Joint Committee of the House of Commons and the House of Lords.
Will the "we have still not made good our pre-election promises" Conservative / Liberal Democrat Coalition Government find excuses to ignore this report as well ?

"In 2001, James Adams revealed in the pages of Foreign Affairs that the U.S. Department
of Defense had in fact put cyber war theories to a real-world test in a classi-
fied 1997 Red Team exercise codenamed “Eligible Receiver.” Thirty-five U.S. National
Security Agency (NSA) personnel, simulating North Korean hackers, used a variety
of cyber and information warfare (IW) tools and tactics, including the transmission
of fabricated military orders and news reports, to attack the U.S. Navy’s Pacific Command
from cyberspace. The Red Team was so successful that the Navy’s “human
command-and-control system” was paralyzed by mistrust, and “nobody ... from the
president on down, could believe anything.”"
OK - so this tells me that the U.S. knew very well prior to the alleged Gary McKinnon breach that their security was crap...

How long does it take our Gove to JUST SAY NO, its not rocket science, this has dragged on for far too long and all the Uk Gov has to do is say.. sorry Mr president but you are not having him, he stays here, its non negotioable, THE END.
Or are we, as many suspect, no more than a puppet state under the jurisdiction of U S of A?

British hackers or anarchists have threatened to shut down the British government if Gary is extradited. One of the former British Prime Ministers has told President Obama that that is one of the reasons that he was relucutant to extradite Gary. Shutting down the British government, no matter how noble, is illegal. It should not be done. And, it does not have to be done. Several months ago, I bragged that I don't pay taxes. Now, the U.S. government is about to default on August 2nd. One half of the equation is not recieving enough revenue, i.e.: taxes. I will have brought the U.S. government to its knees on August 2nd. I will have done it for Gary.
Gary has to be ready to move fast on 2 August. I will rent a car and drive Gary to the N.S.A. so that he can apply for a job in security. Then, we'll drive over to the F.B.I. in order for me to submit my application to become a Special Agent. We'll finish the day at the embassy dining with His Right Honourable Sir Anthony Blair.
Make sure Gary is ready.
