Surely purchasers of any equipment that can take photographs - still cameras, video cameras, mobile phones, webcams, laptops with cameras etc - should be compelled to provide a passport or some sort of identity at point of sale and have all their details recorded on yet another database.
Not doing so is giving terrorists a licence to kill the police.

Point 1 Puzzled by the prospect of say Press publishing photos of Plods at crime scenes guarding crime sceens, at footy games, Royal processions, at County shows showing dogs training etc, etc., etc,
Is Plod about to become invisible ?
Point 2 Say in a rush of enthusiasm for taking pictures of say busy start and inadvetently snapping a Plain Plod - has an offence been committed ?
Point 3 Say like the old seaside prom Pic sellers I have forgotten to put some fillum / card in my camera ? Has an offence been committed ?
@ Edward - 1) Not only showing the facial features of a Police constable, (PCSOs do not count as they are not "constables"), but perhaps several of them, giving information about their paramilitary unit formation and chains of command. Identifiable time / date / location information could be of use to a terrorist or criminal in determining patrol areas and response times to incidents.
2) There is no "terrorist intent" required by this evil law, that is already covered by other bits of the spaghetti code of terrorism legislation. You may not recognise or understand or be aware of the value of your photo to some terrorist, somewhere in world, at some unspecified time in the future. You are forced to defend the "reverse burden of proof" i.e. you have to prove that you have a good excuse, but that means that you will have already been arrested, DNA sampled, fingerprinted, photographed etc. charged and blacklisted a s a terrorist on international watchlists and databases., even when you are found not guilty.
It was a picture of two alleged Swiss pollicemen attending a demonstration in Italy, under cover in plain clothes, published on the Indymedia servers in the UK, hosted by the US subsidiary of a US web hosting company, which led to the seizure of those Indymedia server hard disks back in 2004.
