I believe you got confused by some sections renumbering, in your Nota Bene. The retention extension of DNA and fingerprints is in Section 18 of the act, so sections 19 to 21 coming into force doesn't yet bring section 18 in.

@ David - you may well be correct, I am increasingly confused by the horrendous complexity of all of this sneaky legislation, and fail to see any real benefit to the public which results directly from it.
I think that for the average person the machinations of varied and complex anti terror legislation cannot be fully comprehended. The main concern (and certainly mine) is the misuse of these laws and their incorrect application in order to by-pass existing pertenant legislation that gives the charged person more protection. This is the sinister aspect of recent anti terror legislation.

@ Louis - the very vagueness and complexity of these extremely powerful laws makes injustices and misapplications inevitable, since the Police on the ground are not fully trained and do not apply them fairly and consistently.
False arrests and miscarriages of justice under terrorism laws, actually foster sympathy and support for terrorists, and help to convert vague supporters into actual terrorist extremists - lessons which should have been obvious from the Northern Ireland experience.
wtwu - I totally agree with your comments. I (being a little older these days) in my journeys around the Middle and Far East have seen what incorrect application of complex law does to populations who do not understand what is going on. The UK did make an effort during the emergency in Malaya and also more recently in Afghanistan. The problem now is that we are dealing with the fairly educated population of this country. Quite often the interlect of the person on the receiving end of wrongly applied legislation in this country is superior to the Police officer applying his interpretation of the law! This is not(some of the time)the fault of the individual Police Officer but of the system that puts him in this position.

How long before Counter-terrorism Act 2008 76 Offences relating to information about members of armed forces etc. is used instead of the "Official Secrets Act" for this sort of thing reported by the Daily Telegraph ?

However,if any investigative journalist or blogger was checking into his alleged military past
i.e. he does appear to have been "a member of Her Majesty’s forces," and so the stupid Counter-terrorism Act 2008 76 Offences relating to information about members of armed forces etc. applies to this fake hero to exactly the same extent it does to genuine Special Services heroes.
This could well have a chilling effect on the investigations into such a fake hero's real military background and current address and photograph etc. by less well legally funded investigative journalists or bloggers, than the reporters from the Daily Mail.
This chilling effect also applies to anyone trying to do due diligence background checks, into the sometimes exaggerated military or intelligence service careers of people who are recruited into the lucrative Private Military Contractor / Mercenary / Risk Assessment / Private Detective agencies and consultancies etc.
