The easiest way to understand these materials is to read them in the numbered sequence.
I enclosed a list of what was sent to NBC and they
constitute the first components of this submission. They also
explain quite clearly why i decided upon this particular course
of action.
They are followed by a copy of the errant statement to Mr. Clark who is only now being
given a further copy, along with a supplement that he may or may
not read to you), and a copy of the Umpire's Decision.
I will assume you appreciate the significance of the page of
photocopies at the end of the formal submission to NBC,
especially the picture of U.S. Defense Secretary
Weinberger.
To put the matter in context, i refer you to the copy of the
February 26, 1983 letter to The Province. And attached
to it is a copy of a February 23, 1983 New York Times
article and a copy of a March 18, 1983 follow-up article by
the(sic) Mr. Gerold referred to--and i do regard it as a
follow-up because of certain remarks in it.
Following that, you will find a copy of the full
statement to Egyptian Ambassador to the U.N. Dr.
Abdel-meguid, with the attachments i sent him not already in
your possession. I do not duplicate where it is unnecessary or
unfeasible.
Again, as i have addressed this submission to the two of you, i
will assume you appreciate the significance of the submission
and the necessity of it having been made with or without your
cooperation beforehand.
I have attached the copy of the March 9 and 11, 1983 New York
Times articles regarding President Carter's trip to
the Middle East.
You are advised that his statements reflect a marked consistency
with the January 6, 1982 recommendations to him (and already in
the hands of NBC and certain, Canadian press
authorities), which you chose not to arrange to meet with me to
discuss during my stay(s) in Ottawa last year.
I delayed the submission to Dr. Abdel-meguid for over a
month with the hope that subsequent developments and more
careful consideration by you and Mr. MacEachen would show
you that you are in error by delaying this resolution or
refusing to deal with the difficulties prior to this date.
Clearly, you left me no acceptable choice but to proceed with
the further steps towards fuller public knowledge, despite and
because of your silence.
Presently, i view Mr. Maksoud's January 1983 statement,
as referred to you in my January 15, 1983 submission to Mr.
MacEachen, as a reasonable and likely advance 'signal' of
the developing Arab/Moslem policy that led to the O.P.E.C. oil
price cut. My statement to you regarding it, therefore, as
expressed in that four-page excerpt from "an uncompleted letter
to a friend", was in response to my foreseeing this action
because of my 1978 knowledge.
The Arabs/Moslems have now contributed to the objectives
made known to them via President Sadat in 1978, as i
anticipated and trusted they would, and this submission to
Dr. Abdel-meguid directly is, as i say, a
necessity with respect to the significance of their action
considered, as well as the integrity of the overall undertaking
as is herein further clarified.
